우리나라의 식품을 해외로 수출할때, 현지 수입국에서는 해당 제품이 식물이 아닌데도 식물검역증을 요구하는 경우가 있습니다. 식물을 단순 가공한 식품에 대해 요청하는 경우라면 이해가 되지만, 식물을 단순 가공한 제품이 아닌, 원물을 알아볼 수 없을 만큼의 가공도가 수행된 식품에 대해서도 식물검역증 원본을 요청하다니… 뭐 각국 법령을 우리가 정확하게 알 수는 없기에.. 식물성 물질이 일부 포함된 경우라도 수출국 정부의 식물검역증을 요청하는 국가들도 있구나.. 라고 생각해주시면 될 것 같습니다.
수입국 바이어가 수출식물검역증 원본을 요청한다고 해서 당황해하실 필요는 없습니다. 한국은 수출을 장려하는 국가로 식물이 포함되지 않은 제품에 대해서도 현지 수입국의 요청이 있다면 식물검역증 발급이 가능합니다.
그럼 수출식물검역증(Phytosanitary Certificate) 발급에 필요한 자료와 절차에 대해 알아보겠습니다.
1.수출식물검역증 발급에 필요한 자료
수출식물검역증 발급을 위해서는 수출신고를 위해 필요한 기본서류인 인보이스와 패킹리스트, 그리고 선적과 관련한 일부 정보들이 필요합니다. 선적 부킹을 하신 후 발급되는 비엘이 있으면 가장 좋습니다.
2. 검역 신청
자료가 준비되었다면 관세청 전산을 통해 관련정보를 기입하고 검역본부에 검역을 접수합니다.
3. 현장 확인
검역이 정상적으로 접수되었다면 검역본부와 현품 확인에 대한 방법 및 일정을 협의해야 합니다. 수량이 얼마 안된다면 샘플을 검역본부로 보내는 방법으로, 만약 수량이 많다면 검역본부와 협의하여 현장 출장에 대한 일정을 잡아야 합니다.
4. 검역증 발급
검역 대상 물품의 현물 확인이 모두 완료되었다면 검역관이 현장에서 검역증 원본을 인계하거나 또는 등기로 원본을 발송합니다.
When exporting Korean food abroad, there are cases in which local importing countries require plant quarantine even though the product is not a plant. I understand if you ask for a simple processed food, but I can’t believe you’re asking for the original plant quarantine for foods that have been processed beyond recognition, not for a simple processed product of plants. Well, we don’t know exactly the laws of each country. Even if some plant substances are included, some countries request plant quarantine from the government of the exporting country.
There is no need to be embarrassed if the buyer of the importing country requests the original export plant quarantine certificate. Korea is a country that encourages exports, and even for products that do not contain plants, a plant quarantine certificate can be issued at the request of the local importing country.
Then, let’s look at the data and procedures needed to issue an export plant quarantine certificate.
1. Data necessary for issuing export plant quarantine certificates
In order to issue an export plant quarantine certificate, you need an invoice, packing list, and some information related to shipping, which are the basic documents required for export declaration. It would be best if there is a BL issued after you book the shipment.
2. an application for quarantine
If the data is ready, fill out the relevant information through the computer of the Korea Customs Service and submit the quarantine to the quarantine headquarters.
3. Check the site
If the quarantine has been received normally, you should discuss the method and schedule for in-kind confirmation with the quarantine headquarters. If the quantity is small, we should send the sample to the quarantine headquarters. If the quantity is large, we should consult with the quarantine headquarters to schedule a business trip to the site.
4. Issuance of quarantine certificate
If all the in-kind confirmation of the quarantine items has been completed, the quarantine officer will hand over the original quarantine certificate on site or send the original by registration.
