Korea’s Provisional Anti-Dumping Duties — October 2025 Update

🔹 Overview
As of October 2025, the Republic of Korea currently imposes
anti-dumping duties on 25 products and provisional anti-dumping duties on 5 additional items.
These measures are part of Korea’s trade remedy framework designed to protect domestic industries
from unfairly priced imports that may cause material injury.
🔹 What Is an Anti-Dumping Duty?
An anti-dumping duty (ADD) is an additional tariff applied to imported goods sold at unreasonably low prices,
in order to neutralize the injury caused to domestic producers by such dumping practices.
🔹 What Is a Provisional Anti-Dumping Duty?
Before a final anti-dumping duty is determined, the government may impose a provisional duty
when preliminary evidence suggests that dumping and material injury exist.
Typically, after a two-month preliminary investigation,
a provisional anti-dumping duty is levied for about four to six months while the full investigation continues.
During this period:

🔹 Spotlight: Chinese Sodium Metabisulfite
Among the ongoing cases, Chinese-origin sodium metabisulfite is subject to a provisional anti-dumping duty until October 20, 2025.
As of this newsletter’s release, only five days remain before the provisional measure expires.
The industry is closely observing whether this case will be converted into a final anti-dumping duty
or whether the duties collected will be refunded following the final decision.

🔹 Outlook and Advisory
Although provisional anti-dumping duties are temporary safeguard measures,
they play a critical role in maintaining fair competition and supporting the domestic market structure.
