📦 Understanding “Document Inspection” for Imported Food Products in Korea

When importing food products, delays caused by inspection procedures are one of the most common concerns among importers.
If a product is being imported for the first time, it is often subject to detailed laboratory inspection, which can delay customs clearance by more than a week.
However, not all first-time imported foods require detailed (laboratory) inspection.
In this post, we will take a closer look at the “document inspection” process —
a faster and simpler procedure compared to detailed or random sample inspections.

“Imported food products” include food, food additives, apparatus, containers, packaging materials, health functional foods, and livestock products.
📖 1. Types of Inspections for Imported Food Products
📜 Legal Basis
Article 21(2) of the Special Act on Imported Food Safety Management (Korea)
“The MFDS (Ministry of Food and Drug Safety) may classify imported food products and conduct differentiated inspections based on past inspection records, domestic and international food safety information, and other relevant data.”

🧾 2. Items Eligible for “Document Inspection”
Even for first-time imported items,
if they fall under one of the following document inspection categories,
they may clear customs without detailed laboratory inspection.
🔹 (1) Raw Materials

Raw materials imported for in-house manufacturing by a business registered under relevant food production regulations.

Edible flavoring agents (including compound and single-substance flavorings).

Raw materials that must undergo refining or processing before being sold or consumed (food, additives, livestock ingredients).
🔹 (2) Containers & Packaging Materials

Containers or packaging made from natural, safe materials, such as uncolored glass (excluding crystal glass or cookware-type glass containing lead), stone, or other harmless substances.

In the case of uncolored glassware, a manufacturer-issued “lead-free certificate” can replace a laboratory test with a document review.

Metal tableware for dry foods is also excluded from detailed inspection.

Reusable or reprocessed containers and packaging materials.
🔹 (3) Imported Food Products (Food, Additives, Apparatus, Containers, Health Foods, Livestock Products)

Products identical to those that previously passed detailed inspection, meeting the criteria under Annex 10, Section 4 (“same importer, same product”).

Foods for inborn metabolic disorder patients (medical dietary products).

Purchased-through intermediaries (purchase agency-imported products).

Returned export goods intended for reprocessing and re-export.

Returned goods identical to domestic products when the return reason is unrelated to hygiene or product spoilage.
📋 3. Additional Notes
Below are two common cases where food quarantine or inspection is not required in Korea:

Free Samples

Products clearly marked as “samples,” imported free of charge, and in quantities reasonable for testing or evaluation, are exempt from food inspection.

Machinery or Equipment Used in Food Production Facilities

Equipment and parts installed or attached to manufacturing facilities for food processing are exempt,
even if certain components come into direct contact with food.

The document inspection system allows eligible importers to save time and cost
by skipping unnecessary laboratory procedures —
while still maintaining Korea’s strict safety standards for imported food products.
